So,
the primary responsibility for consequence management after a terrorist attack
goes to state and local governments, with assistance from the feds.

The federal government also responds to terrorists
attacks and further divides the efforts into crisis management
and consequence management. Like in the events of September 11th,
Crisis management in short terms, means going after the criminals In order to
prevent terrorist acts from being carried out. Crisis management is headed by The
Department of Justice  and the Federal
Bureau of Investigation. Consequence management involves the humanitarian side
of the response, including measures to protect public health and safety,
restore essential government services, and provide emergency relief to
governments, businesses, and individuals, during and after the attacks.. The
lead agency for consequence management is the Federal Emergency Management Agency
(FEMA).

The Federal Bureau of Investigation’s  job is notify the president of the United
States and the National Security Council to inform them of their response and
their involvement in the said incident. In addition, the FBI continuously
coordinates and deciminates all intelligence, information with local law
enforcement agencies in order to maintain situational awreness and successful interagency
coordinations. It is important that the FBI  provides intelligence information of terrorist
and criminal threats to local agencies in order to prevent future attacks and
for everyone to maintain situational awareness on all details as they come
along. Good communication amongst all responding agencys is crutial, especially
before any significant incident occurs. The exercise of delivering good
information allows for training and oall agancies remaining vgilant while
sharing information.

In an event
such as the bombing of several train/ subway stations within New York City, the
government officals will react and provide assistance with their available
recourses. With a significant terrorist attack,the Mayor  has the option to seek out to the Governor and
State Government for assistance and continuous assistance in the recovery of
the incident.  In assition, the Governor
has the option to utilize the National Guard in order to assist the community. The
Governor may further seek assistance from the Federal
Bureau of Investigation  in order
to obtain federal assistance, especially after all available recources have
been expended.

 

There are several threats that are imposed
upon the United States which create serious concerns and threats to our everyday
life. Discontent and violent domestic and international individuals and groups
are more than willing to create mass casualties and further cause harm towards
the public and all responders. In the event of a terrorist attack, the first responders in
any emergency is city includes the fire department, emergency medical personnel
and police. Upon their arrival to the scene/
attack, their job is to assist those that are injured as a result of the
incident as well as rescue and identify the deceased. In addition, they secure
the scene if possible, suppress fires. They assume responsibility in restoring
the area and control the situation by all legal means. Local fireman, police
and EMS work hand in hand to assist the community as best as they can with all
available resources and with the assistance of state government officials.. 

 Earlier
this morning at rush hour in New York City, terrorists remotely exploded
several IEDs located in different stops in the subway system. Ten explosions
rocked through three commuter trains during the morning rush, at 0600, 5
January, 2018. Information by local authorities indicate the explosions were
caused by homemade bombs made from bags stuffed with explosives and metal
fragments. In addition, cell phones with timers were used to detonate these
explosive devices. The attack, which was carried out by violent Islamist
extremists, killed at least 100 people and leaving more seriously injured.  The chain of events initiated a quick
reaction by the local and state governments; including local law enforcement
(police), Emergency Management S and fire department in the response measures.  Department of Homeland Security (DHS), Federal
